Vicary Gibbs, Conservative member for London City, drew the Right Hon. St. J. Brodrick's attention to the fact that he had given a pledge that greater care would be taken in the selection of recruits and inquiries made regarding their character, owing to the dismissals of undesirables and inefficients in the past.
