The i certificates .to be granted shall be of three classes, to be determined by ( efficiency in teaching and scheol aaan- ) agement with certain, limitations with regard to experience. Thus no certificate shall be granted to a candidate who has not had two years' experience c as a Norud|tl student or as a regularly appointed; teacher. The uupeotors shall indicate their judgment as to , teachers' practical skill by assigning marks for efficiency, to be added to "• marks for service, the total ef these to ( determine the class of teaoher. The divisions of certificate are to be known , from, the highestdown ward as A, B, C, , within the class, and shall iudieate proved attainment and mental training* The examination for C shall b« based on the primary school syllabus, but will be more difficult; for B it will be about the standard of the senior civil service ; for Ait shall b« based on the i examination for pass degree at the New t Zealand University, plus certain other subjects.
