London, Aug. 29. Messrs Dillon and Justin Macartliy have arranged with Mr Gladstone conditions on which autonomy is to be granted to Ireland. Tho land laws are not to bo altered for five years ; tko polico, the justiciary, aud the balance of the church estate funds are to be controlled by the Dublin Parliament, but there is to be one Customs serivice only, and the Irish are not to have power to lovy duties. Bermx, Aug. 26. The heat in Germany is so great that tho crops, fruit, and vegetables have boon destroyed in some districts. At Altonn, which is a filthv town, men aro dying in the streets.
