JAP CONSTITUTION Prince Konoye Working On Draft N.Z. Press Association-—Copyright Rec. 1.30 p.m. TOKYO, Oct. 21. Prince Konoye, a former Premier and Vice-Premier of Japan, in an interview, said it was at General Mac Arthur's personal suggestion that he undertook the task of liberalising the Constitution, a draft of which was expected to be ready next month. The new Constitution would have American approval before submission to the Emperor and the Diet. Prince Konoye added that General Mac Arthur also suggested that he form a libei - al political movement but he was still undecided about the matter. Domei news agency says the Socialist party has announced a programme calling for industrial, farm and labour ■ reforms but not insisting on a full Socialist programme. The reforms would include rational distribution of land, a reduction of oppressive land rents, labour participation in industrial management and legislation for trade unions' collective bargaining, minimum wages and a 48-hour week.
