Several Seats May Be Offered To Russia DARDANELLES-PANAMA LINK Rec. 2 p.m. LONDON, June 29. Russia may be offered several seats on the Suez Canal board of directors when the Big Three meet in Berlin, says the Daily Express correspondent in Cairo. Discussions concerning the future control of the Dardanelles will be linked with the control of the Suez Canal, possibly the Panama Canal. Responsible Middle East observers believe a formula for the joint international control of the three waterways will be worked out. Turkey is believed to be ready for a revision of the Montreux Convention but wants to see Britain and America made a party to any new agreement on an equal footing with Russia. The Turks would be most reluctant to have troops frpm one nation only stationed in their territory.
. The Montreux Convention of 1936 restored to Turkey her sovereignty over the Straits (the Dardanelles and Bosphorus), with full right to remilitarise the zone, and the Convention guaranteed freedom of commerce.
