The Preparatory Commission of the United Nations World Organisation is to hold its first meeting in London in August, states a diplomatic correspondent. It will continue to meet from time to time in London until its talks are completed. The talks will include the shaping of the actual machinery of the security organisation, the appointment of a secretary-general and the establishment of a secretariat, as well as the preparation of the agenda for the first meeting of the General Assembly, the date for which will be its duty to determine. The Preparatory Commission will also be concerned with the affairs of the Security Council and the Economic and Social Trustee Council, which were agreed upon in San Francisco.

Simultaneously with the Preparatory Commission, which will be representative of all of the 50 nations which signed the San Francisco Charter, there is to be established in London an executive for which the conference provided. After its first meeting in August this body will be more or less permanently in session. It is to be composed of representatives of five Great Powers—Britain, the United States, the Soviet Union, China and France, with the addition of Australia, Canada, the Netherlands, Yugoslavia, Czechoslovakia, Brazil, Mexico and Chile. An earlier message stated that the names have been announced of the executive committee to meet in London early in August. They include Mr. Stettinius for the United States, M. Molotov for Russia and Mr. Eden for Great Britain. CHARTER AMENDMENTS TWO-THIRDS MAJORITY VOTE SAN FRANCISCO, June 28. Amendments to the World Charter will become operative when they have been adopted by the Assembly by a two-thirds vote, and ratified by two-thirds of the members of the World Organisation, including the five permanent members of the Security Council. This conference may propose amendments by a two-thirds vote, with the amendments to become operative upon ratification by twothirds of the members of the World Organisation, including all the permanent members of the Security Council.
