RUSSIAN ENVOY

POST IN DOMINION

APPOINTMENT MADE P.A. WELLINGTON, this day. Announcing to-day the appointment by the Government of the U.S.S.R. of M. Ivan Kornilovich Ziabkin as First Envoy Extraordinary and Minister Plenipotentiary of the U.S.S.R., the acting-Prime Minister and Minister of External Affairs, Mr. Nash, said that this completes the exchange of diplomatic representatives agreed upon in 1944 by the Governments of U.S.S.R. and New Zealand.

"By her magnificent contribution towards the defeat of Germany, the Soviet Union has proved her willingness to fight against aggression as well as her vital position in the structure for the maintenance of international peace and security; now being prepared at San Francisco," he said. "It is with great pleasure that I am able to announce the completion of regular diplomatic machinery by which our two countries can understand and discuss our mutual relations in post-war years." M. Ziabkin was born in 1902 and graduated at the Electro Mechanics Institute of Leningrad. From 1934 to 1939 he conducted scientificpedagogical work in higher technical institutes of Leningrad. From 1939 to 1944 he worked m the People's Commissariat of Foreign Affairs in responsible posts. From 1944 to 1945 he has been ConsulGeneral of the U.S.S.R. at Pretoria, South Africa.
