Exclusion From Reparations Commission .: MEETING IN MOSCOW Rec. 11.30 a.m. LONDON, June 22. Announcement that the »Reparations Commission, consisting only of representatives from Britain, Russia and America, had met in Moscow led official French circles again to express chagrin at France's exclusion from discussions so important to her future, says The Times Paris correspondent. A section of French opinion is inclined to treat sceptically British assurances that British delegates favoured giving France a seat, but. that the Russians' insistance on including Poland and Czechoslovakia as well prevented it. But the decision generally increases the disappointment over the results of the FrancoRussian pact.
