I ~ I WAITEMATA ELECTRIC POWER BOARD NOTICE TO CONSUMERS COMPULSORY METERING OF WATER - HEATERS In view of the necessity to provide as much electric power as possible next winter, and to eliminate waste where possible, tlie Electricity Controller has decided that the metering .of water-heaters be made compulsory and that the work is to be completed by March 31, I 1945 The Board's staff will be installing these meters in the near i future, and thereafter you will be charged at the Board's metered rate instead of the present flat rate. The main purpose of metering is, of course, to effect a reduction in the units consumed in water-heaters under the fiat rate system, ana the tariff approved by the Price Tribunal is designed to ensure that to obtain a water-heating service under a metered rate at a price comparable with the existing flat rate, there must be a considerable reduction in the units consumed in the water-heater. Conversely, if the same number of units is used under' the metered rate as on. the flat rate, there will be a substantial increase in the annual account. The saving in units can be effected in two ways. One is by manually switching off the water-heater when a useful temperature has been reached, and in particular, by not allowing the water to boil. The other is to fit a thermostat, which automatically prevents the- water • rising above a certain temperature. The first method is not generally satisfactory, and the Board strongly recommends that future supply will be more economical to consumers if they have thermostats fitted to their electric water-heater cylinders as soon as possible. With the boiling tap, or "consistent" type of cylinder, which necessitates the removal of the cylinder for the fitting of the thermostat pocket, the' cost of removal; and fitting and supplying thermostat, Is approximately £6, of which amount the Board subsidises one-third and the Government one-third, the consumer paying the balance. Where the cost exceeds £6 (this occurs in exceptional cases only) the Board and Government subsidies together do not exceed £4. With the str-ignt-out Jmmersion type of water-heater cylinder, the fitting of a combination thermostat and water-heater element does not entail the removal of the cylinder, and the combination can be fitted for approximately £4, the consumer being required to pay only one-third of that amount. I The Board wishes to point out that the compulsory metering of water-heaters is in effect a Government rationing scheme to bring abouta reduction in units. It cannot, therefore, be expected that the same quality of service can be obtained for the same annual cost, and consumers who cannot decrease their requirements of hot water, must expect to pay more for it. In assessing any difference in cost, however, it is necessary to compare costs over a full year's working. There are large differences in requirements not only between one season and . another, but from month to month, which make comparison of shortterm periods of little value. A.
