Agreement Foreseen On Lines

Well-informed circles foresee an early agreement on general lines of American policy for long range control of Germany, especially of German ability to make war, says the Associated Press.

The Secretary of the Treasury, Mr. Morgenthau, and his committee are reported ho longer to insist on stripping the Reich of its industries and in their attitude to the problem of Germany they have apparently moved closer to the views of experts of the War and State Departments, who favour control of the enemy's war-making resources through selective elimination and- control of industries, such as synthetic oil manufacture and steel processing. Several points which are now reported to be generally acceptable to the experts are said to include the following:—(1) Breaking up large German estates and their conversion into small farms; (2) the preservation or restoration under rigid Allied control of some German industries and mining operations; (3) tough policies in dealing with Germans individually or with political or other groups, but relief provisions to prevent needless hunger and cold; (4) restoration of the transport system sufficiently to allow exchange of products within Germany; (5) indefinite control of German industrial, political and economic institutions so that the previous union of politics and industry cannot be revived.
