MOVE IN FINLAND
CHANGE OF PRESIDENT Mannerheim Appointed Head Of State Rec. 1.30 p.m. LONDON, Aug. 1. It is officially announced from Helsinki that M. Risto Ryti, President of Finland, has resigned and FieldMarshal Mannerheim, Commander-in-Chief of the Finnish Army, has been appointed in his place, says Reuters Stockholm correspondent. Field-Marshal Mannerheim was appointed by a decree and not elected in the customary way. The Prime Minister, Professor Linkomies moved >a Parliamentary resolution for the decree, which also provided that the great burden of the functions resting on the shoulders of the President will be transferred to the Prime Minister.
The Daily Telegraph correspondent in Stockholm says that the Finnish Diet forced President Ryti's resignation in a dramatic lastminute effort to save their country from annihilation. The trade union leader, Vuori, is expected to be one of the leading figures of the new Government, which will be predominately a peace administration.
Russia in the past few days has unofficially told Finland that she is -willing to entertain a sincere request for an armistice.
