HARD FIGHTING OX OUTSKIRTS Rec. 11 a.m. CHUNGKING, June 28. '■ The Japanese have surrounded Hengyang, says a Chinese commu-, nique, and severe fighting is going i, on on all sides of the city. General Stilwell's Headquarters have announced widespread air , attacks against the Japanese in Hunan. These have slowed, but not halted the enemy's advance. Heavy casualties were suffered on both sides. Several Japanese columns are preparing for a concerted attack. Nevertheless. Hengyang remains calm, though it is feared that the Japanese will take the city. Lieu- ( tenant-General Liu Wei-chang. writing in the Army newspaper Saotang I Pao, said: "China's only hope now is an Allied victory." ]
