Estimated Strength Believed To Be 50 Divisions DEMANDS ON ALL FRONTS Rec. 1 p.m. LONDON, April 3. Military observers in London estimate that the German forces in France and the Low Countries have likely been increased since last autumn from 45 to 50 divisions. Although the Germans had suffered heavy losses in the Russian winter campaign, when they were estimated to have some 200 divisions, including the bulk of their armour on the eastern front, it is pointed out that their commitments elsewhere and the need for preparing for the Allied offensive in the west are believed to have prevented them reinforcing their armies on the eastern front. Dispositions elsewhere are likely to be seven divisions in Finland, 25 in the Balkans and the Aegean, 25 in Italj', about five, mostly garrison troops, in Denmark, and about 10 in Norway.
