Canadian Code Prepared For LL.O. Meeting In April PLANS FOR TRANSITION Rec. noon. RUGBY, Mar. 8. The International Labour Office, Montreal, announces a code of principles to govern the organisation of employment in the transition from war to peace will be presented in a report to the 1.L.0. at the meeting beginning on April 20 in Philadelphia. The report declares that, to achieve maximum employment, it is necessary to plan at once to maintain employment opportunities and bring together available workers and available jobs in an orderly manner. To overcome difficulties from discrepancies between the demand and supply of labour, co-ordinated plans should be set up to provide for the orderly demobilisation and reintegration in civil life of members of the armed forces and the re-employment of displaced workers. The report also advocates the setting up of training and guidance programmes, public works programmes and well-developed employment machinery and financial assistance for people temporarily unemployed. It notes, in drafting demobilisation schemes, that military requirements must always be given overriding consideration.
