CO-OPERATION AS BASIS

To achieve real democracy in industry and commerce, a basis of co-operation was necessary, said Mr. J a" *k', E ? d A,' past President, of the Auckland Chamber of Commerce in an address on "The Employer and Employee Relationship" at the luncheon of the Auckland Creditmen s Club in Milne and Choyce's reception hall to-day. The various methods of fostering employer-employee co-operation, said Mr. Eady, were a matter on which each individual management could best judge. Already different schemes were being operated by a number of New Zealand employers. Co-opera-tion could not be of mushroom growth. A positive policy- was needed and admittedly no forward move could be made without cost. Long-range development, however, was surely worth some sacrifice. Largely accelerated by wartime needs was the development of labour management committees, better known as works councils, said the speaker. In English-speaking countries many such committees had a remarkable record. The "payment by results" system had been successfully operated in Sweden as an economic basis of co-operation. Rates were not fixed by the emplover, as in the old method, but by the employee and employer working in collaboration. In Switzerland a system of "trade fellowship" had been devised and measures deemed necessary for the common welfare were considered by representatives of employer and employee.
