POST-WAR GERMANY

United Nations' Trusteeship Of

Industry

PREVENT RE-ARMAMENT

Rec. 1.30 WASHINGTON, Mar. 28

The creation of an international trusteeship to take over the postwar industries of Germany and other Axis nations, in order to prevent their re-arming, was proposed by the Netherlands Ambassador, Dr. John Loudon, who said that the heart of the German problem was Germany s industry. Rendering of Germany s war potential impotent could not be left to the German people or Government. Therefore the proposed trusteeship would control the majority of the capital and stock of all established and new industries. The trustees would be United Nations statesmen and business men, the latter without connection in similar industries in their own countries. Representation on the board of trustees could be computed on the basis of the various United Nations' claims against the Axis. Trustees- would be empowered to market German products aboard, but the main policy would not be primarily financial reimbursement, but the supervision of Axis industry to prevent re-armament. Dr. Loudon added: "When the Germans see defeat coming, they will attempt to organise the sympathy of individual Germans. They arc already asking Dutchmen for certificates stating that they have behaved correctly."
