RISK FAILURE TO WIN VICTORY Rec. 2.30 p.m. RUGBY, Feb. 18. Madame Chiang Kai-shek, addressing a joint session of the United States Congress, gave a warning against the danger of allowing Japan to remain in possession of the resources of her occupied countries.

The Japanese Juggernaut must be broken, but peace must not be punitive in spirit but universal in scope and humanitarian in action.
