NO HANDING OVER
SCHOOL BUILDINGS LEGAL REQUISITION NEEDED (0.C.) CHRISTCHURCH, this day. Except in times of unexpected emergency, schcol buildings must not be handed over to any authority unless a formal legal requisition in writing is presented to a board, according to an instruction received at a meeting of the Christchurch Technical College Board from the Director of Education, Dr. C. E. Beeby. The memorandum, entitled "Requisitioning of School Buildings," was:— "Whilst it is desirable that all possible help should be given to defence or health authorities, certain difficulties have arisen through school buildings being given up without there being a clear understanding of the precise conditions. Boards are therefore requested to hand no building over to any other authority except on receipt of a formal legal requisition in writing. This condi'tion will not apply, of course, in the case of an actual and unexpected emergency where there would be no time for such formalities."
