THE MANIFESTO
TOTAL WAR EFFORT
WAR CABINET TO RESIGN?
(P.A.) WELLINGTON, this day. In submitting a manifesto, the Hon. W. Perry, M.L.C., said that for a considerable time the R.S.A. had been convinced there was not the unity among the people that was essential to the prosecution of a total war effort. Proposals in the manifesto to achieve that end were:
(1) Reorganisation and strengthening of the personnel of the present War Cabinet on a truly national basis, with the inclusion of men from outside Cabinet, with full executive powers to prosecute a total war effort in New Zealand.
(2) Elimination of party recrimina tions for the duration of the war both inside and outside of Parlia ment.
(3) Complete and scientific mobilisation of all our resources, spiritual, intellectual, financial, agricultural and industrial, in such a manner that New Zealand shall be organised to produce essential foods and munitions enabling her to wage war to the utmost capacity.
(4) Utilisation of the services olf all men and women to the fullest degree according to age, training, physical capacity and the ability o I the Individual.
(5) Maintenance of our armed forces at the maximum strength, consistent only with" essential primary and industrial requirements. The basic principle underlying this 'otal war effort must be an equitable division of the burden of services, .sacrifice, contribution and effort imong the citizens, said Mr. Perry. In their view it involved the resignation of the present War Cabinet, so :hat it coulcf be reconstructed on the oasis suggested, and if this were done an election would be unnecessary.
