Authentic reports reaching Washington indicate that 'the Vichy Government's resistance to complete co-operation with Germany is rapidly crumbling and the conviction is growing in Washington, that the movement of units of the German Fleet from Brest is part of the plan which includes the use of the French Fleet in the coming German major offensive.

It is feared that at the proper moment Germany will compel France to hand over the French Fleet and grant the use of bases in the Mediterranean and Africa under threat of dire penalties on unoccupied France and against French prisoners of war.

Hitler's fears that he must achieve a victorious conclusion of the war this year or lose, will make him utterly ruthless with those attempting to withhold from him resources which he feels necessary for victory.
