ACTIVE DEFENCE
Once when a city was in grave danger from its enemies citizens banded together to fight with whatever means available. All the efforts of the city fathers focused on aggressive defence. To-day we see all civic energies directed to passive protection out of all proportion to cur more immediate need of defence. It is not the duty of Parliament alone to defend our homes, while we, as citizens, dig holes to escape Japanese bombs. W.A.L.
