EMPEROR DECLARES WAR
JAPAN HAS NO OTHER COURSE Rec. 12.30 p.m. LONDON, Dec. 8. The Domei news agency has broadcast imperial rescript in which the Emperordeclared war on Britain and the United States and called on "the hallowed spirits of our Imperial ancestors, and the loyalty and courage of our subjects to achieve victory." The rescript added that Japan had waited patiently, hoping that the situation might be saved, out Britain and America had left no other recourse but an appeal to the armies.
