Praises System Of Industrial Regulation BENEFIT NOT REALISED Rcc. 10 a.m. SYDNEY, this day. Upon his retirement from the Chief Judgeship of the Commonwealth Arbitration Court. Sir George Beeby said that from the days of his youth he had believed that social progress was evolutionary. "And now I think." he said, "that our system of industrial regulation has proved itself. It has been a powerful agent in the general uplift of social conditions."'
