Lord Sneii said that the British Government had decided at present to maintain friendly relations with Finland, but le:'t the Finnish Government in no doubt that this decision might, at any time, be reversed in the lipht of events. Navicerts had. of course, ceased to i<sue for goods and no facilities were brine given for piocecding to Finland
