SEETHING UNREST.
On Verge Of Civil Strife, Says

United Press Association.—Copyright. (Reed. 2.30 p.m.) LONDON, April 20. The situation in Rumania is dangerously near a new civil outbreak, says the Budapest correspondent of the Associated Press of Great Britain. All traffic is reported to have been halted along the RumanianHungarian frontier and shooting has beeu heard daily and nightly from the Rumanian side of the frontier.
Thousands of Rumanians are distributing inflammatory leaflets reminiscent of the Iron Guard pamphlets.
