Plan With Nazis.
MR. ROOSEVELT'S COMMENT. WASHINGTON, April 16. Japan has agreed to lease or lend warships to Germany for use as commerce raiders, manned by German crewi, in the Pacific and Indian Oceans, states the Washington correspondent of the Overseas News Agency. The deal is a counter to America's decision to carry war materials to the British forces through the Red Sea. This concession was made by Japan in return for German pressure on Russia to sign the neutrality pact with Japan. Discussing the report, PresidentRoosevelt said he had seen only the newspaper reports on the matter and they were "not always reliable." The President emphasised that neither the Russo-Japanese Pact nor Germau successes in the Balkans would prevent the United States from continuing to aid nations resisting aggression.
