"The Times'' Istanbul correspondent savs the feeling of discouragement prevalent in Turkey is not surprising in view of the coincidence of the announcement of voluntary evacuation of Istanbul with German successes in the Balkans and Libya, which have been exploited by German propaganda to create a feeling that German arms are invincible.
