United Press Association. —Copyright. (Reed. 11.30 a.m.) VICHY, Feb. 2."». Admiral Darlan lias formed an Inner Cabinet, limited to five. Admiral Darlan is Vice-President of the Council and also Minister of Foreign Affairs, of the Interior and of the Navy. General Huntziger is Minister of Defence; M. Joseph Barthelemy. Minister of Justice; M. Bouthillier. Minister of Finance; and M. Caziot, Minister of Agriculture. Marshal Petain remains head of the State. The official spokesman declared that the new Cabinet lias firmly decided to follow a policy of Franco-German collaboration.

The full Cabinet includes M. Barnaud. delegate-general for the Franco-German economic negotiations stationed at Paris. His duties include the supervision of public and private contracts, and also the conduct of all geonomic negotiations. Also in the Cabinet is M. Ledhideux. delegate-general for national equipment and employment. He will control all the Government's employment schemes.

The Berlin radio announced that the French-German trade talks had concluded. Definite results were obtained in many respects.
