Keel 3 p.m.) LONDON. Dec. 22. It is officially announced that Viscount Halifax has been appointed British Ambassador to Washington. Mr. Anthony Eden become* Minister of Foreign Affairs and Captain David Margesson Secretary for War. These Cabinet changes mean that Mr. Eden takes Lord Halifax's post as Foreign Minister, while Captain Margesson, who is Government Chief Whip and Parliamentary Secretary to the Treasury, takes over the War Ministry, held at present by Mr. Eden.
