EMERGENCY MEASURES. British Official Wferelees. (Received 10 a.m.) RUGBY, June 19. The Minister of Labour, Mr. Ernest Bevin, after consultation with employers and workers decided that, in the present emergency, special measures must be taken to secure the clearance of goods at ports with the greatest expedition. The country will be divided into four regions with headquarters at Liverpool, London, Newcastle and Edinburgh*. All dock labour within the particular region will be regarded as available for work at any port in the region, while, if the situation demands it, labour will be expected to transfer to any port outside the region.
