BIGGER NAVY AND ARMY IN U.S.
H NEW WARSHIPS. Critical Condition Of Defences. PROGRAMME FOR CONGRESS. United Press Association.—Copyright. (Received noon.) WASHINGTON, June 17. Administration leaders have given up hope of adjourning Congress this week. It is announced that the French capitulation necessitates a greater effort to complete the defence programme. The House of Representatives unanimously passed and sent to the Senate a bill increasing- the authorised strength of the Army to 400,000. Mr. Carl Vinson, chairman of the Naval Committee of the House of Representatives, introduced into the House a new bill providing for a 23 per icent increase in the Navy by the addition of 84 warships, at an ultimate cost of 1,200,000,000 dollars. Mr. Vinson said this would make a total of 244 ships building for the Navy. The bill authorises an additional 399,600 fighting tons, including three aircraftcarriers, 12 cruisers, 41 destroyers and 28 submarines, and seeks an immediate 80,000,000 dollars deficiency appropriation.
Mr. Vinson said the Navy estimates showed that an expenditure of 50,000,000 dollars in industrial yards would be necessary to permit an immediate start.
