TIENTSIN CONTROVERSY. TOKYO, April 15. The Japanese Foreign Office spokes man has confirmed reports that a solu tion of the Tientsin silver controvert is near as the result of negotiation"between the Foreign Minister, Mr Arita. and the British Ambassador, Sir Robert Craigie. Only London s approval is now neccs sary for the North China Government to obtain .1.000,000 dollars' worth of silver which was deposited in foreign banks in Tientsin, and which the Briti>ls lar-t voar refused to hand over.
