(Received 1 p.m.) BUCHAREST. April 11. A message from the RussoRumanian border states that a large number of Soviet troops and reinforcements have arrived in the Odessa region from the north.
The Government has decreed that all national defence factories et.>re supplies for use in the event of general mobilisation.
Rumania has banned the export of sunflower seeds, of which Cermanv had bought almost the entire rron.
