Some Low Records In England And Wales. POPULATION 41,215,000. (Received 1.30 p.m.) LONDON, April 7. It is estimated that the population of England and Wales in the middle of last year was 41.215,000. Births last year "were G21.204, the birth rate per 1000 persons living being 15.1, which is 0.2 over the 1938 rate. The death rate was 11.6, the lowest recorded except for 1930. Infant mortality was 53 per 1000 live births, 4 per 1000 below the previous lowest rate. Maternal mortality declined for the fourth year in succession to a new low level of 2.62 per 1000 births. The whooping-cough death rate per 1,000,000 children under 15 years reached the low record of 126.
