U.S. WAR VOTES.
MORE LOCKS FOR PANAMA. (Received 2.50 p.m.) WASHINGTON, April 4. The Senate Appropriations Sub-Com-mittee has added over 73,000,000 dollars to the House-approved 203,000,000 dollars appropriation for war Departments and civil functions, including 15,000,000 dollars for a third set of locks in the Panama Canal.
