A careful perusal of Mr. Savage's pamphlet, *"A Clarion Call," rcvc&k the. fact that it is largely an attempt to justify his and his party* attitude toward* conscription. Should the voluntary system, which he advocate., fan. and thinking people already admit that it ha* already done so—in fact Mr. Savage's "Clarion Call" is in itself an admission of failure—then will he still allow Xew Zealand to chirk her responsibilities and so further endanger tho Empire? England, the Mother Country, in a much better position to realise the real dancer, did not hesitate to introduce the only fair system of service, vit, conscription. Would Mr. Savage hope to raise by voluntary means the necessary taxation with which to successfully pursue the war? Why, then, should ho expect an even more important clement —man-power —to come forward voluntarily? The Government must realise that a vote-catch in? plank such as "Xo Conscription" introduced in time of peace must be scrapped immediately, or we are sunk. COSSACK.
