President Roosevelt, .addressing a conference on children in democracy, said: "Adequate national defence requires adequate munitions and implements of war, and at the same time educated, healthy and liappy citizens. "Neither requisite, taken nlong and without the other, will give us national security." The President then warned that more: grants-in-aid constitute 110 solution for the problems of poverty and economic inequality, and reiterated the now famous New Deal programme that the incomes of the poorer groups must be; increased, and taxes on all groups must j lie in accordance with the ability to j pay. i
