SEVER RELATIONS. Senator Believes Soviet Has Not Fulfilled Obligations. CONGRESS AGITATION. United Press Association.—Copyright. (Received 10.30 a.m.) WASHINGTON", January 10. A further move in the growing Congress agitation to sever diplomatic relations between the United States and the Soviet was seen in Senator Vandenberg's resolution requesting President Roosevelt to advise whether Russia has fulfilled her obligations under the Litvinoff agreements of 1033, under which the United States recognised the Soviet. Senator Vandenberg declared he was confident this information would be such as tu force severance.
Senator Key Pittman. chairman of (lie Senate Foreign Relations Committee, agreed that Russia had violated her pledges, but it is understood lie opposed withdrawing the United States' representatives from Moscow on the ground that it would cut off the United States'i sources of Russian information, audi would have little effect 011 the RussoFinnish war.
