GENEVA, December 27.

A survey by the International Labour Office states that there has been a great increase in unemployment in belligerent and neutral countries since the outbreak of war. Only in the United States and Canada has unemployment decreased. Mobilisation of millions and the boom in war industries have not absorbed unemployed resulting from trade restriction's, the closing of peacetime industries and the appearance of women seeking work. British unemployed from mid-August to mid-November increased by 173,000, French by 14,000 during September. German figures are not available, but it is estimated there is an increase despite new labour battalions and munitions factories. Belgian, Danish, Greek, Norwegian and Chilian unemployed have also increased. The survey reveals a world-wide shortage of skilled labour.
