"That, in pursuance and exercise of the powers conferred by the Local Bodies Loans Act, 1026, and its amendments, the Local Government Loans Board Act, 1926 and Regulations thereunder, Section 13 of the Physical Welfare and Recreation Act, 1937 and every other power in that behalf enabling it, the Newmarket Borough Council hereby authorises the raising of a special loan of £14,500 for the purpose of completing the construction of the Olymnic Swimming Pool, including the provision of a special pool for children, the installation of a sound system and the construction ?l ?
