lhe Latin-American Republics have protested to Britain, France , G . erman y against the violation of their so-called "neutrality zone," and announce that they arc beginning negotiations designed to strengthen their neutrality. They plan an agreement to prevent belligerent warships from refuelling 01 making repairs in American ports after committing warlike acts within the zone. The protest cites the. battle off the Uruguayan coast and refers to "reliable reports" that the Admiral Graf Spee was pursuing the French liner Formose when she was overhauled by the British warships. The protest also refers to the sinking or detention of German merchant ships by British warships in American waters. A message from Washington savs the State Department explains that the proposal to punish offending 1 belligerents refers only to individual vessels.
