Triumph For Hitler Schemes Sensed.

The Moscow correspondent of the Associated Press of Great Britain says Russia and Japan have reached Jan armistice in their undeclared war on the Mongolian-Manchukuoan borders. I M. MolotofF, Soviet Foreign Minister, and Mr. Togo, Japanese Ambassador, have agreed to an immediate cessation of hostilities. They are meeting on Saturday, after which a communique will bo issued. Only meagre details are available of their conference. Observers believe that the signing of a non-aggression pact would be considered a diplomatic triumph for Herr Hitler, who has worked constantly to stave off British efforts for an understanding with Japan. The Lnited States Embassy at Moscow has advised Americans having no compelling reason for staying in Russia to leave. More Recruits Called Up. A Moscow Press Association cable says that 1,000,000 additional recruits were called up to-day under the recent military service law. The "Pravada," semi-official Soviet organ, explains that the move is to avoid being caught ' unawares.
Tok\o cable says that the newspaper Hoclii" reports that the German Ambassador has been ordered to Berlin, ostensibly to recommend Germany to induce Russia to end assistance to China. It adds that it is believed that Russia will agree.
The Cabinet has proposed fresh peace terms to the Chinese Generalissimo, Marshal Chiang Kai-shek.
Japan is speeding up the extension of the Shansi railway towards Outer Mongolia, where ten of thousands of Chinese have been conscripted to carry on the work.
