TOKYO, September 13.
A change in the Japanese Government policy has made General Abe's Cabinet the sole eontaet with the Emperor. The Ministers of War and the Xavy have been restricted to consulting the Throne only on matters of defenee.
The change indicates the elimination of much meddling, which previously had complicated foreign problems. At the same time the Govei'nment has emphasised its intention of concentrating on a settlement of the Chinese war, and to maintain an independent foreign policy. °
The Japanese Army commands have been reorganised. The changes involve some of the highest officers. General Juzo Xishio has been appointed commander in China and General becomes Chief of Staff. General Umezu will be commander of the Mancliukuo armies.
