"I think the attitude of the Railway Department in this matter quite unfair, said Mr. I'. Skoglund, No. 2 Transport Lioensin" Authoritv. when dealing with the application of \V. Higgs. of Wellington for a contract passenger service licence. The applicant said he had given up a taxi business to engage in work for the Tourist Department at the Department's request, and had now been informed that unless he had a transport license he would not be able to cater foi the work of the Tourist Department. The Railway Department objected to a transport license mainly on the ground that there were existing facilities to cope with the work. Mr. Skoglund granted Higgs a license, saying that he was not going to take any man's livelihood from him. "What happens on appeal dots not concern me one iota. Ihe said. lam here to "ive a decision conscientiously and to give one which 1 think is fail on the evidence."
