POSTAL CONFERENCE.
INTERNATIONAL EVENT. THIS YEAR AT BUENOS AIRES. Returning from the congress of the International Postal Union, held this year at Buenos Aires. Mr. M. B. Harry, chief inspector of post.il service- in Australia, arrived with his wife in the Niagara yesterday. The purpose of the congress, which was held periodically, lie i-aid. was to review the international postal agreement. Its scope was exclusive of the telegraph, the telephone and the radio. It dealt with postal matters. Of 8S member nations. »S3 were represented. The congress, he said, made no marked change*. Those which were made affected the operation of postal services rather than the use of the services. He explained that the "operation"' of the -ervice meant the preat organisation behind the posting of a letter to be delivered at a given address and its. arrival there. Mr. Harry said he had also made it his business to investigate the postal systems in other countries with a view to applying improvement* he saw to Australian methods.
