FORMATION OP NEW CABINET.' (Received 2 p.in.) THE HAGUE, July 9. Mr. D. A. P. N. Koolen. a member of the Council of State since 1926, and a member of the Roman Catholic party, has been given the responsibility, by Queen Wilhelmina, of forming a newCabinet following the request of the I former Premier, Dr. Coljin, that he be relieved from the task.
