Halifax's Speech.
REACTIONS IN GERMANY.
(Received 2 p.m.) LOXDOX, June 29. Renter's Berlin correspondent says that official quarters declare" "that Lord Halifax"s speech contains nothing new." A political spokesman declared: "'We are experiencing a wave of British oratary.. It would be better if Britain would not keep repeating that she is not aggressive and does not want to encircle us. That only makes us suspicious."
