Mr. Winston Churchill, in a speech at the City Carlton Club, said: "We must all consider July, August and September the months in which the tension in Europe will become most severe. "I am in entire accord with M. Daladier that we are in a period of danger more acute and more heavily laden with ugly facts than at any period in living memory. "I take the most serious view of the position in which we find ourselves. It is similar to what happened last year, but with the very important difference this year that there are 110 means of retreat open."

He added: "T do not consider war certain, although if one considers only the German preparations, the tone of the German Press and the speeches of the Nazi leaders, there is no possible conclusion but that the worst will happen quite soon. The brute fact staring us in the face is that in view of Britain's absolute guarantee to Poland, Britain and France would be forced to declare war should Poland be subjected to an unprovoked attack by Germany. United Press Association.—Copyright. (Received 10 a.m.) BUCHAREST, June 28. The Prime Minister, M. Galinescu, told Parliament that Rumania is rearming on a scale hitherto unknown, while large-scale fortifications are being erected to protect the frontiers.

He declared that Rumania's frontiers would not be altered. Troops were being instructed to use the new armaments, of which the country had acquired vast quantities. Over £3,000,000 had been spent in four months on fortification of the Hungarian frontier, while £38,000,000 had been spent on war materials in the same period, including the latest type of machine-guns, field guns and military aviation. They had also greatly strengthened the Army, which was concentrated on the borders and would march in order to maintain the integrity of the country.
