"The Times" Tokyo correspondent says that skilful draughtmanship has evolved a satisfactory formula for •strengthening the anti-comintern agreement, which the Japanese Government is prepared to effect in preference to the proposed military alliance. rt is learned that the new agreement has neither military, economic nor political jiledges, but definitely strengthens the Anti-Comintern Pact and sharpens its point against the Soviet. Japan is not, pledged to enter any quarrel unless her own paramount interest in East Asia is affected, hut the new pact align* Japan a shade more definitely with one of the two camps into which the world is being divided.
