LONDON, February 20. A message from Tokyo says, Chinese terrorists are allegedly uincontrollable in the International Settlement and French Concession at Shanghai.

It is claimed there have been over 70 attacks against the Japanese and against Chinese collaborators. The assailants have not been arrested.

"The Times" Shanghai correspondent says the Japanese informed the municipality that they take a grave view of the recent terrorist attacks, for which they hold the authorities responsible.

The Japanese Press asserts that the community is boiling with indignation. It urges the Army to forcibly curb terrorism.

It is officially claimed by the Chinese, says a message from Chungking, that Japanese bombers were shot down over Changsha.

Was Japan's occupation of Hainan Island—with its threat to French interests—deliberately timed to coincide with Italy's pressure on France in the Mediterranean* The possibility that Italy and Japan, as partners 'in the anti-Coniinterii Pact, worked together, is suggested in a leading article of the London "Daily Telegraph."

It recalls that the attack on Canton and the isolation of Hongkong synchronised with the September crisis" in Europe, and says: "Whether or not these moves were designedly co-ordin-ated, the democracies, including the United States, cannot afford to concentrate on the West to the neglect of developments in the Pacific.

"Britain has tw<f great Dominions and many dependencies to which the safeguarding of Pacific communications is as vital as the maintenance of shipping in British waters."

The Chungking newspaper, "Takungpao," says that Japan is always a jump ahead. It established an air base in the Caroline Islands before the United States decided on the fortification of Guam and occupied Hainan when the American fleet was manoeuvring in the Atlantic.

SHANGHAI, February 20.

The British and American gunboats have rescued 60 foreigners, mostly British, from Ruling, where they were surrounded by Chinese, upon whom the Japanese were about to launch an attack. Botli parties agreed to allow the foreigners a safe evacuation before the commencement of hostilities.
